1. Create the desired annotation or text object, and double click it to open its "text" box (if using certain tools, you will automatically enter the text box).
2. Then use the options on the Format Toolbar to edit the size, style and font.
(note that the format tab is context sensitive, and will not appear unless you have selected content which it can edit with the appropriate tool)
3. Click the Make Current Text Format Default button on the Format Toolbar.

where do I change the font size?

I'm sure the option must be there, but I cannot find how to change the font size of my editing while using the TEXT BOX TOOL.- Willy Van Nuffel

Make sure that the "Properties Toolbar" is active in PDF-XChange Viewer : right-click on the menu bar or on the toolbar and verify if there is a check-mark before its name.
After that, double-click on the text in the text-box and select the text that you like to modify.

That is a "Dynamic" tab that appears when you have the text selected. You will not see it until you select text with a text modification tool like the "Edit Text" tool.
I try to illustrate with this animation.
First I choose the "Edit Text" tool and there is no "Format" tab. I then select a text block and it appears, but it shows the properties of the "container", the text block itself. If I then go on and select the actual text itself the "Format" tab contents changes accordingly to text properties.
So to use it to modify the font size you need to:
1. Use a Text editing Tool
2. Select the text block - the Format tab shows properties for the container
3. Select the text within the block - the format tab shows properties for the text
So it is expected to only see font properties there when you go all the way into selecting the text itself.
